John Boyd may be the most remarkable unsung hero in all of American military history. Some remember him as the greatest U.S. fighter pilot ever -- the man who, in simulated air-to-air combat, defeated every challenger in less than forty seconds. Some recall him as the father of our country's most legendary fighter aircraft -- the F-15 and F-16. Still others think of Boyd as the most influential military theorist since Sun Tzu. They know only half the story. Boyd, more than any other person, saved fighter aviation from the predations of the Strategic Air Command. His manual of fighter tactics changed the way every air force in the world flies and fights. He discovered a physical theory that forever altered the way fighter planes were designed. Later in life, he developed a theory of military strategy that has been adopted throughout the world and even applied to business models for maximizing efficiency. And in one of the most startling and unknown stories of modern military history, the Air Force fighter pilot taught the U.S. Marine Corps how to fight war on the ground. His ideas led to America's swift and decisive victory in the Gulf War and foretold the terrorist attacks of September 11, 2001. On a personal level, Boyd rarely met a general he couldn't offend. He was loud, abrasive, and profane. A man of daring, ferocious passion and intractable stubbornness, he was that most American of heroes -- a rebel who cared not for his reputation or fortune but for his country. He was a true patriot, a man who made a career of challenging the shortsighted and self-serving Pentagon bureaucracy. America owes Boyd and his disciples -- the six men known as the "Acolytes" -- a great debt. Robert Coram finally brings to light the remarkable story of a man who polarized all who knew him, but who left a legacy that will influence the military -- and all of America -- for decades to come. ..

This fifth edition in the International Engagement on Cyber series focuses on securing critical infrastructure. The centrality of critical infrastructure in the Obama administration's recent cybersecurity initiatives demonstrates the timeliness of this topic for greater review and scholarly input. In this manner, articles in this issue uncover the role and extent of international law and norms, public-private cooperation, as well as novel ways of conceptualizing 'security' in efforts to improve critical infrastructure cybersecurity. Other pieces provide case studies on the telecommunications, power, and energy sectors to generate an in-depth understanding of specific responses to security concerns in different infrastructure areas. Additional contributions examine regulatory activities in cyberspace, the potential value of cryptocurrency, the evolution of cloud computing, cybersecurity in Brazil, as well as the integration of cyber in the military strategies of Russia, China, and the United States. The diversity of these topics demonstrates the Journal's continued commitment to pursuing the myriad facets that compromise the field of cyber. In the sobering aftermath of America's invasion of Iraq, Eugene Jarecki, the creator of the award-winning documentary Why We Fight, launches a penetrating and revelatory inquiry into how forces within the American political, economic, and military systems have come to undermine the carefully crafted structure of our republic -- upsetting its balance of powers, vastly strengthening the hand of the president in taking the nation to war, and imperiling the workings of American democracy. This is a story not of simple corruption but of the unexpected origins of a more subtle and, in many ways, more worrisome disfiguring of our political system and society. While in no way absolving George W. Bush and his inner circle of their accountability for misguiding the country into a disastrous war -- in fact, Jarecki sheds new light on the deepest underpinnings of how and why they did so -- he reveals that the forty-third president's predisposition toward war and Congress's acquiescence to his wishes must be understood as part of a longer story. This corrupting of our system was predicted by some of America's leading military and political minds. In his now legendary 1961 farewell address, President Dwight D. Eisenhower warned of "the disastrous rise of misplaced power" that could result from the increasing influence of what he called the "military industrial complex." Nearly two centuries earlier, another general turned president, George Washington, had warned that "overgrown military establishments" were antithetical to republican liberties. Today, with an exploding defense budget, millions of Americans employed in the defense sector, and more than eight hundred U.S. military bases in 130 countries, the worst fears of Washington and Eisenhower have come to pass. Surveying a scorched landscape of America's military adventures and misadventures, Jarecki's groundbreaking account includes interviews with a who's who of leading figures in the Bush administration, Congress, the military, academia, and the defense industry, including Republican presidential nominee John McCain, Colin Powell's former chief of staff Colonel Lawrence Wilkerson, and longtime Pentagon reformer Franklin "Chuck" Spinney. Their insights expose the deepest roots of American war making, revealing how the "Arsenal of Democracy" that crucially secured American victory in WWII also unleashed the tangled web of corruption America now faces. From the republic's earliest episodes of war to the use of the atom bomb against Japan to the passage of the 1947 National Security Act to the Cold War's creation of an elaborate system of military-industrial-congressional collusion, American democracy has drifted perilously from the intent of its founders. As Jarecki powerfully argues, only concerted action by the American people can, and must, compel the nation back on course. The American Way of War is a deeply thoughtprovoking study of how America reached a historic crossroads and of how recent excesses of militarism and executive power may provide an opening for the redirection of national priorities.

An essential and page-turning narrative on the history of drone warfare by the acclaimed author of Rumsfeld, exploring how this practice emerged, who made it happen, and the real consequences of targeted killing Assassination by drone is a subject of deep and enduring fascination. Yet few understand how and why this has become our principal way of waging war. Kill Chain uncovers the real and extraordinary story; its origins in long-buried secret programs, the breakthroughs that made UAV operations possible, the ways in which the technology works and, despite official claims, does not work. Taking the reader inside the well-guarded world of national security, the book reveals the powerful interests - military, CIA and corporate - that have led the drive to kill individuals by remote control. Most importantly of all, the book describes what has really happened when the theories underpinning the strategy -- and the multi-billion dollar contracts they spawn -- have been put to the test. Drawing on sources deep in the military and intelligence establishments, Andrew Cockburn's Kill Chain unveils the true effects, as demonstrated by bloody experience, of assassination warfare, a revelation that readers will find surprising as well as shocking.

There are many parallels between the business world and the military world: both must always be leery of the competition; both must be able to adapt to rapidly changing conditions; and if either falters the results could be devastating. Yet while military leaders have employed essentially the same strategies for thousands of years, business leaders often feel the need to try the latest fad in an effort to capture lightning in a bottle and lead the company to success. In Strategic Navigation: A Systems Approach to Business Strategy, best-selling author H. William Dettmer explains how these sound, proven strategies used by great military leaders through history can also be easily and effectively used in the business world. Dettmer first explains how the time-tested principles of war planning and military execution can be readily applied to non-military uses, such as commercial business, not-for-profit organizations, and government agencies, leading to considerable benefits in coherence and focus. He then introduces a logical, systematic tool set to help you translate the military strategy `template' into action, which can then be applied to nearly any industry or business type. The system described by Dettmer is relatively quick and easy to use, flexible enough to accommodate changes in the external environment, and supportive of creativity on the part of both the strategists and the executors. Finally, the book includes appendices that provide more detail on methods and some real-world examples.

• Advance reviews of Certain to Win • Annotated Table of Contents "The book is both an excellent primer for those new to Boyd and a catalyst to those with business experience trying to internalize the relevance of Boyd ́s thinking." Chuck Leader, LtCol USMC (Ret.) and information technology company CEO; "A Winning Combination," Marine Corps Gazette, March 2005. Certain to Win [Sun Tzu ́s prognosis for generals who follow his advice] develops the strategy of the late US Air Force Colonel John R. Boyd for the world of business. The success of Robert Coram’s monumental biography, Boyd, the Fighter Pilot Who Changed the Art of War, rekindled interest in this obscure pilot and documented his influence on military matters ranging from his early work on fighter tactics to the USMC ́s maneuver warfare doctrine to the planning for Operation Desert Storm. Unfortunately Boyd’s written legacy, consisting of a single paper and a four-set cycle of briefings, addresses strategy only in war. [All of Boyd ́s briefings are available on Defense and the National Interest.] Boyd and Business Boyd did study business. He read everything he could find on the Toyota Production System and came to consider it as an implementation of ideas similar to his own. He took business into account when he formulated the final version of his “OODA loop” and in his last major briefing, Conceptual Spiral, on science and technology. He read and commented on early drafts of this manuscript, but he never wrote on how business could operate more profitably by using his ideas. Other writers and business strategists have taken up the challenge, introducing Boyd’s concepts and suggesting applications to business. Keith Hammonds, in the magazine Fast Company, George Stalk and Tom Hout in Competing Against Time, and Tom Peters most recently in Re-imagine! have described the OODA loop and its effects on competitors. They made significant contributions. Successful businesses, though, don’t concentrate on affecting competitors but on enticing customers. You could apply Boyd all you wanted to competitors, but unless this somehow caused customers to buy your products and services, you’ve wasted time and money. If this were all there were to Boyd, he would rate at most a sidebar in business strategy. Business is not War Part of the problem has been Boyd’s focus on war, where “affecting competitors” is the whole idea. Armed conflict was his life for nearly 50 years, first as a fighter pilot, then as a tactician and an instructor of fighter pilots, and after his retirement, as a military philosopher. Coram describes (and I know from personal experience) how his quest consumed Boyd virtually every waking hour. It was not a monastic existence, though, since John was above everything else a competitor and loved to argue over beer and cigars far into the night. During most of the 1970s and 80s he worked at the Pentagon, where he could share ideas and debate with other strategists and practitioners of the art of war. The result was the remarkable synthesis we know as Patterns of Conflict. Discussions about generals and campaigns, however, did not give Boyd much insight into competition in other areas,
